Master Sergeant Bruce Liebe is presently assigned as the Methamphetamine Program Coordinator for the Illinois State Police. In that role he is responsible for both training and operational issues and serves as the Illinois State Police's subject matter expert regarding methamphetamine manufacture and distribution. A twenty-eight (28) year veteran of law enforcement, he has been employed by the Illinois State Police for the past twenty-four (24) years.
Master Sergeant Liebe has been involved with methamphetamine laboratory investigations for the past ten (10) years. He was assigned to the Drug Enforcement Administration for a period of three (3) years where he served on the task force and was involved in over 400 clandestine laboratory investigations. For the past six (6) years, Master Sergeant Liebe has overseen the Illinois State Police's response to the meth epidemic. He has train thousands of police officers throughout the United States in clandestine laboratory safety, awareness, and investigations. Master Sergeant Liebe is recognized in both state and federal court as an expert witness on methamphetamine manufacture and distribution.
With respect to expert witness testimony, Master Sergeant Liebe has testified numerous times as a prosecution witness regarding methamphetamine production, the acquisition of precursors/essential ingredients and the trafficking of methamphetamine. In addition to instructing other police officers on meth related expert witness testimony, he has developed training for prosecutors with regard to the formulation of questions for direct and re-direct questioning in precursor acquisition cases.
Master Sergeant Liebe has testified numerous times in the Illinois legislature in behalf of laws pertaining to the production of methamphetamine. In addition, he has authored numerous meth related pieces of legislation which have been enacted into law.
Master Sergeant Liebe has an A.A.S. in Criminal Justice from the Illinois Valley Community College, a B.A. in Criminal Justice and a M.A. in Legal Studies form the University of Illinois. He is also a graduate of the Southern Police Institute, Administrative Officer's Course #83, University of Louisville.
